Computer restarting after 2 seconds.

Might be a problem with your drive. Have you checked the SATA cables connected to your mobo/drive? 

Go into the BIOS and if there is an error with booting, it should say so, also it shouldn't be a problem with the GPU as that only displays the image, not creates.

The computer doesn't even boot to bios. It literally turns the fans for a split second and off it goes again. Then tries to turn on again. Same issue repeats.

 

Probably a problem with the PSU then, try removing items such as Leds, drives not in current use, etc. Then try booting, if this is the case then I would get a new, higher-wattage PSU.

I just installed a cpu cooler. Forgot to mention that. I tried reseating it no luck.

 

Hmm, maybe one of the pins on your mobo is dead or the CPU. It looks like a problem with your CPU as it could be overheating, did it work with your old CPU cooler?
