Stupid newb question

If you struggle with high CPu utilization on 4.1GHz, I highly doubt an extra 200MHz will make such a dramatic impact. Unless you are planning on overclocking it to 5GHz, I wouldn't expect any meaningful change in performance. 

I'm playing a game and my I5 4670k is almost fully used by it. (poorly optimized) If I overclock higher, (currently 4.1) to let's say 4.3, will that free up some CPU usage for the other applications or just give me better performance and the same CPU usage then it currently is?

If the game needs more CPU power, overclocking it will help. For practical purposes it's that simple.
