i would kinda mix them together

drop the HDD, get the ssd now and install your OS and stuff like that, then get HDD later for more storage

dont get a copy of windows for full price, just get a key from reddit for a fraction of that price and create a bootable USB drive (its not nearly as hard as it sounds)

and do you really need those 2 noctua's? if not then just get some lower priced fans and youll probably barely notice the difference im going to assume

 

from there, add a 970 to the mix

You don't need the cooler since you can't OC but the SSD would be nice to have.

I mean for a budget build you want to squeeze all the performance you can for your money so getting an aftermarket cooler when you don't need it to OC is dumb imo especially when the intel one does a good job (hope this is the right thread because I didn't recheck the partslist)
