So I am still in the process of planning my mini-ITX build. i can get an R9 290 (no X) but if I ditch the SSD I can get a GTX 970. Is it worth it?

At what resolution do you plan to be playing? Because a 290 is going to do wonders for you at 1080p. Only at 1440p MAYBE you'll see *some* issues. Maybe. I'd say a 290 and an SSD is a much better deal.

1080 for now, but I am going to do a surround setup (x3 1080p) a couple weeks after my build.

The 970 might be better then. Although, I don't know if a single 970 can drive a setup like that. It's still less pixels than 4K, but not enough of a difference that you'll see 60FPS+ in the newest titles, without toning settings down. Still, a 970 could do you well.

True. Should I just get a cheaper GPU like a 280x (and get the SSD), and save up for something like a 980Ti for surround?

Patience is a virtue. A 280x is going to drive 1080p just fine. If you can wait the time to get a killer card like the 980Ti, then I'd say go for it. However, if you want a 970 now, that's good too. Don't expect Ultra at 5760x1080 on Witcher 3 at 60FPS, but don't think you'll see 15fps. You'll probably sit at 45~fps in most titles at that resolution.
