GPU's are rated to go up to much higher temps. That seems fine. Personally I would change the fan curve, and actually make it less extreme for quieter performance at a higher temp cost.

Is 75 degrees on an MSI GTX 970 Gaming 4G @ 1450 MHz good?

I was running it in Witcher 3 at ultra settings and it left me worry a little. The fan speed was at 90 percent.

Improve your case airflow. I live in a tropical, humid country and my 1524/2008 gtx 970 gaming 4g is only hitting 68c with 82% fan speed.
