Hey! 

I currently have a Intel core i7-2600 CPU, and when I check SpeedFan 4.51 it says my CPU is overheating at 83C. And the fan is making a lot of noise, even when I don't have any programs open. I recently put on thermal paste.

This would help if you told us your cpu cooler.

Tell us the cooler you are using 

and the board you are using and how is your case air flow?

and validate temps using Real temp GT

Another temp program

Looks like Speed fan didn`t display temperature properly.

change fan curve in bios/MB software.

set fan speed to auto, but it won't do anything if your fan is 3pin connector

 

 

and yes, full speed stock cooling intel is the worst in term of noise

 personally I like AMD stock cooling lot better.

Some motherboards have the ability to detect whether the fan control is PWM or DC controlled. However I don't think OPs does as I suspect it is a low end/OEM one if he's using the stock fan.

 

I think that's where our opinion might differ a little, a 4 pin Intel fan on a setup PWM curve is generally very quiet. AMD FM2+ coolers are also very quiet. AM3+ on the other hand... not so even with a good fan profile.
