Is my PSU limiting my PC?

No, the PSU will not "throttle" because you are using more than its rated. You should be fine though you might be using it quite up to its limit, so try to replace it incase it overshoots the limit (current is unstable) and fails.

hello, just signed up. ive been having issues with my pc.. multiple issues. and i think that i might have completely screwed myself over.. im guessing you guys are gonna think the same when i say i have a prebuilt. and with most common issues... my psu is under powered.. at 200W and ive had a friend research my hardware. the recommended amount is 207w. i already know that ill have to upgrade my psu either way to get any decent hardware.. but for now is my PSU the only thing thats really slowing down my PC with this config?

No, as far as I know your PSU won't cause throttling. You really should upgrade that PSU anyway though, that's a very small wattage PSU, and it's more than likely poor quality.

Power supplies won't throttle back if you pull more than its rating states. If the limit of the unit is reached in some form, the power supply will either shut off or burn itself out.
