The better question is are your temperatures normal. Your fans theoretically correlate with how hot your computer is.

Is it normal for my PC to sound like a jet turbine when I play witcher 3? 

 

i5 4670k w/ h100i

Z87-A

G1 GTX970

Well, you've a G1 Gaming GTX 970. So yes, it is normal to sound like a jet turbine under load. The 3 fans on the Windforce cooler are quite small, whch means they have to run at a pretty high speed.

My two G1 980s sound like a F18 Super Hornet when I start my PC.

You definitely haven't heard my Fermi card if you think yours is a jet turbine.
