AMD FX-8320 will be fine, but get the 8350 if you can afford it. Intel is not designed for budget systems and is more of a premium product and for what you need AMD will be better in terms of performance.

For low budget Intel you can go with the 3470 (i5). But seriously I would go with AMD. They offer much better performance for the money.

low budget is usually amd. 6300 / 6350(higher clock but expensive) / 8320 / 8350 are choices. not only because cpus are cheaper, but because mobos are cheaper too.

I completely forgot about the motherboards being cheaper. This could allow for a CPU upgrade or if a very budget system is what they are aiming for they can do so.

What socket? FM2 or AM3+?

Good budget CPUs from AMD are either the A8 5600K or the FX 6300, the FX 4300 is not worth its price, for a little bit more you can get the FX 6300 and for less you can get the equally powerful 5600K.
The 5600K also has a very good integrated GPU, which means you can use it to play games while you save up to get a good graphics card like a 7850 or a 7870.

A good budget AM3+ motherboard for the FX 6300 is the MSI 970 G46 and the Gigabyte 970A-DS3P .
A good budget FM2+ motherboard for the 5600K is the GIgabyte F2A85X-D3H.

Depends on you budget. I like the i5 4670k, but amd also has good cpus.
