GPU Usage spike

Why does my r9 270 keep spiking to 90+ then drop down to 40 while playing non intense graphic game like League and other. I use MSI afterburner to check my gpu usage. 

Because the GPU does not need to be at 100% all the time in some situations of gamedetails not being all that intensive,.. so the GPU either drops clocks, or usage.

If Vsync is enabled (in game options no doubt) (limiting you to 60fps and dropping GPU usage because of this limit, without a limit, it can go further, pushing usage higher),

Disable it...usage should skyrocket to near 100% unless something else is up...

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz
