I recently upgraded my 64-bit win7 machine to win8 (via download upgrade) and got a new UPS (CyberPower CP1500AVRLCD Intelligent LCD UPS 1500VA 900W AVR Mini-Tower).  Other than that, not much has changed in my system for some time.  As of late, my computer will periodically stutter, both under load and not, and the audio will buzz/stutter as well.  If no audio is playing the speakers will just buzz a little and the cursor will skip.  RealTemp shows no CPU heating problem under load with Prime95, CPU usage does not spike either with the issue is occuring.  Could it be the new UPS or a bad power supply?

Since that's the only change that was made, remove the UPS from the equation, and use the system again.

Download MOBO drivers?
