If you are hosting a game server can you play on it on another pc?

Yes. The game server was on a separate server.

If you need to ask this question, you won't be making any money.

If you want to make money, you need to start with a big budget, get the needed space and machines, UPS', GREAT internet connection, you need to register as a business and take care of the legal part.
Security is a big one here. You need a pretty secured network, for these stuff.

Are you going to provide configured servers e.g. dedicated http servers etc.. or root VMs?

And many other things that you need to take care of. Use your hardware for folding and avoid all the trouble :)
