Would I be able to run a MSI R9 290 on a 600W PSU? More accurately this power supply

Depends on your other specs.

 

As long as you don't have a 9590 it should be fine

 

basically this ^^

 

600 watt is well above safe with a regular cpu and R9 290, as long as its not a low budget PSU. I have crossfire 290's on a 850w PSU, and it's slightly overkill (I have my PC plugged through a watt meter).
