Manufacturers dont see 1GB as 1024MB they see it as 1000MB. That may be why ?

Get WinDirStat, it is a free program that lets you easily see what files take up how much space any where your space may be going.

thats what confuses me

Its just how they do it if you buy a 1TB drive its like 930GB maybe less.

But that wouldn't explain a 60gb gap, that barely adds up to anything, as you said it was 70gb for a tb, a 120gb drive has like 118gb in it, that wouldn't really change this too much

Check in windows for the size of the partition, and remember that when windows talks about GB it means GiB (1024 MiB). Also, if windows is installed on it, program data takes up a lot of space but is hidden, along with quite a few other folders. In folder options, turn on show hidden files and folders and turn off hide protected os files then add it up again. It should be closer

You should try windirstat because of the picture interface, it lets you browse your files really easily to see what takes up the most space. Also as I said above, you get 118gb with that ssd, so the 24mb difference means you lose 2gb

 

Edit: as colonel_mortis said above make sure that you have show hidden files checked, then I would run windirstat and look through the size of your files for that missing amount (windirstat will show you the windows files too)
