Could be possible if the cooler isn't seated properly or dry thermalpaste, dust or not working fan.

But AMD temperature sensors have some bugs when it comes to a precise reading.

try CPU-Z instead of HWMonitor.

This seems like an inaccurate reading, but it's not impossible.

What motherboard do you have? If you have a MSI motherboard id recommend MSI controlpanel for monitoring the CPU temps.
Otherwise id recommend Aida64(trial/buy) or NZXT: Cam(free).

Your CPU temps should not be much higher than 40-50 degrees at idle, The only time your CPU should reach up to 85-95 degrees is when stresstesting.

Aida64 seems like the most accurate for the CPU temp.

Try Gigabyte Easy tune 6, Just dont touch the overclocking settings, Overclocking should Always be done through BIOS.
