I have the EVGA 970 and that card normally runs at 1392mhz when under a gaming load, but for SOME reason when I was playing the witcher 3 today that clock would switch down to 1379mhz for a few minutes then jump back up. And for the life of me I cant see it linking to a temp difference or a usage difference. 

 

My card was at 99% load the whole time (like it usually is in a game like the witcher) and the temps never went above 70c. So I dont know why its doing it. 

 

Its not effecting my ability to play the game at all, but im curious what might be causing it.

Bump up the power limit

Is something trying to keep the temps at 70? It might me tuning it down in order to keep it on/below that
