The GTX 970 power efficiency is phenominal.  You would be looking at about 170W at 100% load.

Your system does not use much, way less than 150W... so 170W for the GPU, and 150W(less actually) for the system.  320W total (estimated), 400W is plenty.

So i changed it a bit http://pcpartpicker.com/user/pro0noob/saved/x7GD4Dis it good?

It is a fine little gaming rig.  The $100 more for the GTX 970 is a good choice as well.

At $25, there is no other case that comes close to the Deepcool Tesseract.  Good internal layout, USB 3.0 on the front panel.

@FadeBlack  For twice as much you can look at Corsair's 100R:  http://www.ncixus.com/products/?usaffiliateid=1000031504&sku=104948&vpn=CC-9011075-WW&manufacture=Corsair

It is nicer looking (subjective), and has an extra USB 3.0 on the front and a side window.

This will push your budget, but I am not recommending it because I know you want the system as cheap as possible.

This is a setup that accounts for upgrade flexibility.  You can overclock the CPU very easily, and you can add a second GTX 970 down the road.

I also added a Solid State Drive (SSD).  The SSD is much, MUCH faster than a regular hard drive.  You would have Windows on it and a good number of games:

$980:

This is 30% more expensive than my first build, but it won't get your 30% more performance in games.  It has a much faster CPU, but most games won't need it.  The SSD is really nice to have, but not necessary for gaming.  The power supply is top of the line.

For 100$ more he could get the 290X, the 280X is fine for what he needs the power consumption argument is completely irrelevant it's a extra 80 watts, if it was important everyone would be buying 750ti's still. You don't need to buy a card just because it's "better" you only need to but a card that will run your system at something you're happy with.

Telling the kid he needs to put in a extra 100$ is not a good idea, do you know how hard it is for 15 year olds to make money.

Also you will probably want to have your PC work with with something your familiar with, so your going to need to buy a copy of windows it will add on another 80-90$.

Already subtracted that my friend keep saying get windows 7 but i want windows 8.1 what should i get?

Windows 8.1 it's 5$ less, and it will all go to windows 10 this summer anyways so just go 8.1, your friend is to mainstream if he used it for a month constantly he would start to like it most people don't like change. But with enough practice it becomes the new normal.

Yes but you don't need to get a 970 a 280X can play triple A titles at 1080p 60fps with settings on high or ultra.

Also for the money this is the best keyboard and mouse kit, pick your choice red, blue, or green. https://pcpartpicker.com/parts/keyboard/#m=50&X=0,2762

Seriously, go back and read.  I said no such thing.  I mentioned that the GTX 970 for $100 more is also a good choice... simply because I had it picked in the previous $680 build.

In what freakin' universe does a R9 280X hold a candle to the GTX 970?  I am not saying the 280X is a bad card, but the GTX 970 matches and surpasses the AMD flagship 290X.  If you want as many games as possible to run at over 60 fps (@1080p) and you have the budget, you go with the GTX 970... period.

A potato can run games at 1080p and 60fps if you turn down the settings enough, you don't always have to put everything to the max.

Stop with your shit.  If he can fit a better GPU in the budget, he should.  WTF is wrong with you?... this is a gaming PC.

@FadeBlack  Don't listen to this guy, sqeeze as much performance out of your budget is possible... it will pay off as you play more and more games, year after year.

This is a good starting monitor for $120:  http://pcpartpicker.com/part/lg-monitor-23mp47hq

Just because he has 1000$ saved up doesn't mean he has to spend it all. Money management is a good skill to have in life, think of all the other things you could do with 100$ besides get 5fps. Just because it's a "gaming pc" doesn't mean he has to make himself broke to build it. Eventually with every application there is a point and after you pass it you start to get diminishing returns.
