most games won't have a significant bottleneck but yes, it will bottleneck at least slightly in most games. some games will be a very significant bottleneck. but that also depends on the resolution you're going to be playing at. i'm going to assume its 1080p. so ya, it will bottleneck at that resolution. but your cpu should be capable of handling 60fps with the graphics card in most games so it isn't like it will matter much unless you want a higher refresh rate.

My rig:
CPU: i5 4690k 24/7 @4.4ghz (1.165v) Max 4.7ghz (1.325v) COOLER: NZXT Kraken X61 MOBO: Asus Z97-A   RAM: 16GB Crucial Ballistix Tactical   GPU: EVGA GTX 970 SSC   PSU: EVGA GS 650W   CASE: NZXT Phantom 530 HDD: WD Caviar Blue 1TB + WD Black 2TB

If i go a lower end GPU like the 960 will this Jive better with my CPU?

not necessarily. bottlenecks happen. the question isn't so much "will my cpu bottleneck this graphics card" so much as it is "will my cpu with this graphics card get the framerate I want". i'm assuming you're gaming at 1080p with a 60hz monitor, if that is the case than a 970 should do fine in most games.

let me put it to you this way. my 970 is bottlenecked when i game because i hate screen tearing and play with vsync enabled. it caps me at 60 fps which is what i want, my gpu usage, depending on the game is 60-80% in most games. witcher 3 is really the only one that maxes my gpu.

a cpu bottleneck basically caps your framerate. so if your cpu caps your framerate by bottlenecking your gpu, you can crank up settings to squeeze more usage out of your gpu. it won't increase your framerate but won't decrease it either. so if your cpu can't handle 60 fps under any settings at the resolution you play at then it won't matter what graphics card you get. if it can, then you'll be fine unless you want to go higher than 60 fps.

so lets say that your cpu bottlenecks at around 60 fps and you have a 60hz monitor. a 970 would let you use higher settings and dsr while staying at 60 fps. which will increase the gpu usage. which basically removes the bottleneck.

keep in mind the lower the resolution, the more you will bottleneck. dropping the resolution down as low as it will go is a good way to find out the maximum fps you'll get out of your cpu in a game however.
