Is it perfect for the budget?

Should I go with the define r5 or h440?

You don't need a psu that big, a 600w is fine. What do you plan on doing with this build.

Pretty good build, but you could save some money here and there without really losing much. Like a good air cooler instead of the liquid cooler, cheaper, probably quieter, and nearly as good cooling performance. Lower-wattage power supply, unless you want to SLI later. R5 vs. H440 is really a matter of opinion.
