I recently bought a new pc (gtx 970 g1, intel i5 4960k, 8gb ram) i recieved a code for witcher 3 with my graphics hard and just downloaded it i went in and i had black boxes, and green line flimmering across the screen?  (same with gta 5)

is my gpu dead, or could it be the older dell monitor that i am using that cant deliver the colors?

Have you updated to the newest geforce driver?

First check your cable and pins between monitor and  GPU.

Then if you have another monitor try it on that, or your TV.

If same thing happens, it's either GPU or cable (internal damage of some sort).

 

EDIT: If only happens in 3D games well then I guess it can only be GPU.

If its only happening while you're doing 3D gaming, than its probably an RMA for the gpu. if its happening all the time, even on the desktop then it could be the cable or the monitor.

is a DVI- cable to old? or outdated? 

 

No, DVI is really good. I had a DVI cable once but the pin was bent and I would get purple lines 24/7, unbent it back in place and voila but for you it only happens to you in demanding games, so it's the GPU imo.
