Saving power when its not needed, but still getting a nice overclock when its needed.

Pretty much the same reason for regular turbo boost.

Overclocks still go down to idle levels when not stressed.  You're only setting the maximum frequency, not the minimum.  With Intel SpeedStep, it drops to around 1.6GHz on idle anyway.

Is it possible to say, make an i7-4790k operate at 4ghz normally but turbo up to 4.7 instead of 4.4?

You don't know how it works do you?

 

If your CPU isn't under load it will auto underclock itself

 

Turbo boost only boosts 1 core, not all of them

Turbo boost only boosts 1 core, not all of them

Right on all but the last. Its a staged setup iirc for a 4790k its 1c-4.4 2c-4.3 3/4c-4.2.
