Saving power when its not needed, but still getting a nice overclock when its needed.
Pretty much the same reason for regular turbo boost.
Overclocks still go down to idle levels when not stressed. You're only setting the maximum frequency, not the minimum. With Intel SpeedStep, it drops to around 1.6GHz on idle anyway.
