OK... just a quick post about my pc. Occasionally when I take my pc apart for some errors or something. I occasionally find that my pc wont turn on. Instead, when I plug in the power the fans start to spin for like 1 second and then again in the space of 2 seconds. I took out the power and all cables so there was no electricity coming to the computer yet it was still spinning...Spooky computer perhaps? Well I have managed to fix this by reseating the 24 pin cable.

OK first answer to question. Monitor was not plugged in. Second answer. The fan LEDS also come on. So it is not to do with momentum

If the 24 pin wasn't connected properly you may have shorted 2 connectors on the psu cable tricking it in thinking you turned the pc on, thus providing power to the fans and such.

It sounds like you didn't properly drain the capacitors in you PSU/ on your motherboard. If you have time you should try this; turn off your computer, unplug the power cable and then press the power button. Your computer should turn on for a second before the caps run dry. Its a good habit to keep in mind when working with computers because the shock from a big enough capacitor could easily kill you/damage components. There are even some motherboards where the opposite happens because they are so large. When I boot up my SR-2 computer, the first attempt always fails because it takes so much energy to resupply the entire motherboard.
