Unstable gpu usage

so i found out something interesting, i downgraded my gpu drivers to 13.12 whql and the gpu usage was very stable. On that 14.5 driver i couldn't play minecraft without the drivers crashing so i thought id test the new drivers on there and they worked perfectly so i went on elder scrolls online and as soon as i spawned in i crashed and got a bsod. My friend recommended the 14.1 driver to me and i am currently using it, so far so good for crashes yet the gpu usage is back to its old ways and is unstable. Could this just be a driver issue?
