Hey there, when it comes to rendering video out of programs like Vegas and such I've noticed that the power and reliability of cores is super important. For your budget I'd recommend something along the lines of the following:

 

  • ASUS H81M-K LGA 1150 Intel H81 SATA 6Gb/s USB 3.0 Micro ATX Intel Motherboard
  • Intel Core i7-4790K Devil’s Canyon Quad-Core 4.0GHz LGA 1150 BX80646I74790K Desktop Processor Intel HD Graphics 4600
  • Crucial Ballistix Sport 16GB (2 x 8GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model BLS2KIT8G3D1609DS1S00
  • CORSAIR CX series CX430 430W ATX12V v2.3 80 PLUS BRONZE Certified Active PFC Power Supply
  • Cooler Master N200 - Micro ATX Mini Tower Computer Case with Front 240mm Radiator Support and Ventilated Front Panel
  • Western Digital WD Green WD20EZRX 2TB IntelliPower 64MB Cache SATA 6.0Gb/s 3.5" Internal Hard Drive Bare Drive

So this build will be around the 600 Euro mark (I calculated it to around 800 CAD on newegg.ca) and will give you 4 cores at 4.0 Ghz stock which is awesome, and running on the stock cooler is okay for the initial build, you'll get 16 GB of DDR3 ram to save money and still have enough to multi-task a little so you can run other things during renders if you need to. Lastly it would have a single 2Tb drive to render stuff to which you can then move to another drive.

 

Also I'd like to say that this build is aimed for a Render Machine Only, essentially a render slave, I wouldn't recommend this if you wanted to game or use this as your primary PC. 

 

[EDIT] If you did want to use this as your primary PC you could change the 16GB of ram to an 8GB kit to start off with and go for a lower-cost CPU to make room in the budget for a GPU in which case would complete the build and level everything out.

 

Lastly, the motherboard maxes out at 16GB of ram, so if you were hoping to expand later on you'd need to be prepared to get a new mobo or spend extra now to get it ready.

Get some more opinions from others too about this, its good to get lots of insight before choosing components when you're on a tight budget.
