The main game I play is CS:GO, and I know two gpus is overkill for that, but I would also like to play graphically intensive games such as GTA and Battlefield. I would be using 2 Radeon HD 7970 OC's, but my question is, would it be better to crossfire them, or save a decent amount of money and just turn down the graphics on high end games?

That depends on how big of a deal spending money and turning down settings is to you.

I love the high graphics, but more often than not there isn't a big difference between somewhat high and the highest graphics, plus with AMD's mantle there is a huge boost in performance, so I think in this case I would be very happy with turning down the graphics and saving some money
