Im trying to overclock cpu and when changed multiplier frequency didn't go up but it can go down some time ago it was able to add more mhz but now it won't motherboard: GA-H81M-DS2V

^^^^ Try that first, BIOS Update helps with CPU compatibility, also help overclocking (still "Z" motherboard is better).

Have you confirmed it in CPU-Z? Well I think it's the motherboard because H81 isn't made for overclocking, see the frequency in CPU-Z to be sure.

Are you checking the clock speeds when idling? If so then that would be why. Check the clock speeds when running a stress test

This could be another reason why it doesn't go to your "overclock" setting, there's a power saving feature called C-State which will reduce your CPU clock speed when it's idling to save power. You can turn this feature off from your BIOS.
