What formatting software do you use?

Anything will do

So any Windows/linux disc 

But it's always handy to have Hirens on hand

don't have the disc's and the installation media for windows on my flash drive won't format it

Also any Linux distro will do, just create a bootable one but for this I would just get Knoppix or Hirens.

I'd go for GParted. They have a nice USB image.

EDIT: Mind you, depending on your hardware you may need to disable secure boot.

C drive on Linux? Am I missing something there? Doesn't Linux just have sda, sdb, sdc etc for drives and sda1, sda2, sda3 etc for partitions? Do "fdisk -l" then format whatever you want.
