Steam Game not Working

A couple of days ago I bought BOII on a steam sale, but for some reason it cannot run. Every time I try to run it, an error pops up saying "The steam servers are too busy to handle your request for Call of Duty: Black Ops II. Error Code (53). I looked it up and tried many different things, but none seemed to work. I have tried disabling my firewall and turning of my anti-virus temporarily, but it still wouldn't work. Please say if you have any suggestions, anything will help.

Always check the integrity of the local game files. I know they shouldn't affect connecting to online servers, but ya never know.

I would go into Settings, then Downloads or whatever and change your download server, then try again.

Reinstall, also find your steamapps folder in there there should be a downloads folder, delete it and re launch steam, steam will recreate the folder when you reinstall the game
