i7 has hyperthreading, i5 does not

 

if you are running something which can utilize hyperthreading, the i7 pulls ahead, if not they will perform pretty much the same, at the same frequency

im not an expert at CPU's so humor me. would a 4 core i5 clocked at 4.0GHz be just as powerful as a 4 core i7 clocked at 4.0GHz? for specifics i am comparing the 4690k and the 4790k.

are you talking about if you disabled hyperthreading would they be identical? yes

No, I7's always have hyper threading,, which will make it win

But if there was a i5 and a non-hypered i7 at both were at 4core 4ghz, same architecture, they would perform the same

 

And for the 4790k and 4690k, the i7 is faster because it has hyperthreading

Eh, no. i5s anf i7s are different gens, and would never match up with each other. Hyperthreading, more stable OCing, the works. i7s tend to have better silicon lottery also.
