would this build be able to support 4k, if not what would you recommend i upgrade, i have no budget,

That won't do 4k well. Upgrade GPU, or Sli it

980 Sli or TitanX will get you to 4K

You want to get a GTX 980 at least. I would not recommend SLIing both the 970 or 980 because games like GTA V can use more than 4GB vram at 4k.
