Can I make a second partition with a mac OS next to windows 8.1?

 

And what would I need to change about my parts to run a hackintosh with as few problems as possible? (Specs in signature)

You shouldn't have to change anything, this individual had no issue setting up a Hackintosh with a Z87 D3HP. http://www.tonymacx86.com/user-builds/120453-commas-haswell-ga-z87-d3hp-i5-4670k-amd-r9-270x.html

 

Of course note that GPU setup won't be the same, but I believe it's as simple as downloading the Web Driver from NVIDIA for OS X.

Great to hear. Do I have to format my storage drive? If I recall, my dad has problems with FAT32

You have to format the drive to Mac OS Extended (Journaled) if I recall correctly. Dual-booting is definitely possible, but I don't recall or understand how to do it. Nicholas Marzio will likely know more.

I'm not an expert in this field, but I THINK you need to install mac os first, then install windows as if it were a mac.

OS X doesn't recognize NTFS, but it does recognize FAT32. If your second drive is using FAT32, you will be able to use it in OS X without a format. If it's NTFS, you will need to format it to use it in OS X (but of course then Windows won't recognize it.) Apparently there are software workarounds for this.
