Does the Xeon have encoding built in it?

Build a pç is comprised of morons.

The xeon is a great deal , not everyone that wants an i7 wants to overçloçk and the xeon is the cheaper locked i7 version.

Its amazing.

I left that sub because their builds suck  , they like the Pentium way too much and they recommend the gtx 960 9 times out of 10 over a 280x or 280.

Most likely not, i dont think z97 chipset supports it. 

I have a xeon and cannot select quicksync encoding in streaming programms, if that is what you mean.

I Can't use it as well for my i5 4690 on the OBS setting.

If my understanding of Quick Sync is correct, the Xeon 1230v3's lack of onboard video means you cannot use Quick Sync. But then, you've got eight logical cores, I don't think you really need it. Quick Sync is nice on i3's and i5's with Intel HD video that is sitting unused.
