260x can play at 1080p. Lowest I'd go is a 250.

Which brand? or card? cheapest or good to play on low settings 720p or below is also fine!

Depends on budget. Integrated graphics could technically run it.

It's very optimized so you don't need a beast, 260X would be a sweet point between price and performance as you can see in this video:

or nvidia's equivilent though they are a tad more expensive

750ti or 260x are both really solid entry-level GPU's.

Already maxed on budget with i7 4790 8gb ram ! Thats why ! WHat about GT 610 ?

The integrated graphics of the i7 will be better than a GT 610. If you haven't already bought the PC, please reconsider your options. Having an i7 and running on integrated graphics is like buying a Bugatti Veyron and replacing its engine with a tractor's
