Motherboard PCB is multi-layer. The solder points transcend more than just point A to point B.

 

Flipping the ports to the opposite side and soldering on the reverse would cause everything to be opposite at the very least. I doubt even the most OCD person could keep track of that many changes at once and not mess at least one up.

 

Therefore: No. You can't flip the connectors to the rear of the board. You'll just end up destroying a perfectly good motherboard.

all wire connectors relocate to bottom of motherboard.

And this just makes it more confusing...

He wants to resolder some connectors to stick out the backside of the board.

It's not going to work.

the tracks on the PCB are different for both sides of the board

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.
