Recently i downloaded Ventrilo (64 bit version) and ventrilosrv (there's just 32 bit). After installing without any problem both of them i cant run ventrilosrv.exe because i get "you can not access...Could be you dont have permision" ... This can be windows 8.1 problem? my os account is set as admin but still i cant get it working...

oh and you can't always edit ini files with notepad while they are in program files, copy it to your desktop, make your changes then replace the one in program files and you'll get the prompt for admin permission.

Notepad can't cope with elevating permissions on an edit for some reason

Okay. I've had installations install a service during the install process that starts when windows starts, and you have no idea it is. That's more of what I was concerned about.

Give what @Beltboy says.
