so my "new gpu has crashed twice on me in 2 days. The reason i am so paranoid is because this is the 4th time i had rma'ed my card, and the 3rd card that has had issues.

So this crash is new from the others, it has happened twice. My system will crash, playing the last second or 2 of audio in a loop. after that the system will attempt to reboot. it displayes the bios screen and will launch into windows, then the same thing will repeat, but booting into windows fine.

the second time this happened and i booted into windows, it appears that the drivers had all been whiped.

I at first thought it may be a psu issue as these crashes have happened only on the 280x, not with the gtx 645, on 3 windows installs, and 2 motherboards, but only one psu. however these crashes happened when watching videos, so a low power usage state.

It could also be the drivers, as they were the amd beta drivers.

you might have a chip that don't play nice with the card default voltage.

Try force constant voltage with msi afterburner and if that failed, try disable powerplay as well.
