memtest program not booting

Hi! I am building a new computer at the moment and am trying to test my memory with the program memtest86+. However, when every i set it as the first boot priority, it does not load and instead just goes right back to the bios! Do i need an operating system on my pc before i do the memtest? How do i successfully install the memtest onto my flashdrive and then boot it onto my pc? All help is appreciated!!
