any input would be appreciated. this is only happens in BF3 & BF4. I can play GTA5, skyrim, fallout 3 and new vegas with a bunch of mods. also dying light. these are the games i've been playing lately and i seem to have issue. only bf3 & bf4. im totally clueless. i unparked my cores idk if that really helps

idk if this is normal... but this is a big drop in usage

The following is just circumstantial evidence.  It may not be the total explanation.

When large dips like that occur, it can be because of a big virtual memory swap to video ram because you've run out.  I had no problems running BF3 original content on my 1 GB video card.  When the new maps came out, I kept getting stutters and dips.  Those new maps at the time were a lot larger and used more textures.  I basically blew my 1 GB limit and was forced to lower my texture settings.

The dip in CPU usage was because of the fraction-of-a-second pause while texture data was transferred back and forth between system memory and video memory.  On graphs, this shows a big drop in GPU usage for a short moment.

With all that said, I do not see how this applies to you since you have a 4 GB card.  You should have no troubles maxing the settings on this game and have video memory to spare.  Is there anything else you are running in the background that would consume large amounts of video ram?

I wouldn't get that drastic, yet. :)

Older drivers may make GTA 5 run a lot worse than BF3/4 is running now on the latest drivers.  I'd keep trying to find a solution. :)

Definitely a shot in the dark, but give a "Verify local files integrity" a go in Steam if that's where you installed GTA 5.  Maybe there's a bad or corrupt texture that occasionally gives your video card a problem when it tries to load it.

Actually wait a sec, nevermind.  This was about BF3/4, which is obviously Origin.  My bad.  I am currently also watching a thread on improving GTA 5 performance, lol. :P
