sapphire 7870 problem?

When i increase my fan speed to 50% or more it shakes is this normal? Is it my gpu or motherboard?

no it is not normal for a card to "shake" but here are some tips

1.Is the card secured properly to the pci-e bracket using screws

2.is the cooler secured properly to the card, are there any loose parts

3. are the cooling fans chipped or are they extremely loose in their bearings ( small vertical movements up and down is normal)

 

but the real question is, is this an issue?, if the problem is only present when the fan is at 50% or above, and the fan never reaches 50% in games then don't worry about it. If the card rattles during games then I would suggest an RMA to sapphire, if it is annoying you badly
