CPU BUS speed problem

My BUS speed is fluctuating for some reason, is it CPU-Z issue or what?

I have all C-states disabled and also EIST.

 

I even set my BUS speed to 100.25MHz but it still keeps falling down to 94.something.

It fluctuates even on IDLE !!! What is going on?

 

I already restarted CMOS, may try BIOS update but I would like to avoid that if it isnt necessary.

Nothing I tried solved this problem.

I tried reseting CMOS Again, I tried my old profile where everything was just fine befor but now it isnt, I tried seting default BIOS settings. I tried increasing BUS speed manualy to really high values like 110MHz.

I still cant reach 100MHz on BUS speed and I found out that when I set stock settings on CPU it tends to fall down to 93MHz and keeps jumping between 93-95MHz on idle and in load it is somewhere between 96-99MHz.

If I OC to 4.5GHz it then it is prety consistent and it jumps only between 99.1-99.9MHz but ONLY on Idle, the moment there is load on the CPU it tends to jump down to 96MHz and keeps spiking to 98MHz.

This way I can never reach my OC because if I set my multiplier to 47 as you can see in the video above the CPU clock speed keeps changing between 4500-4600MHz => thus making me not able to test the stability of overclock because I can never reach stable frequency.

I may know what is the problem now. Looks like it is because of the CPU Spread Spectrum which in Gigabyte BIOS is not possible to be disabled for wahtever reason. I am not sure if this is the 100% cause of this problem but it looks like it.
