Hey I'm building a pc for programming. I work with Eclipse, Visual Basic, and I would like to learn Javascript.  I already have a

500gb seagate barracuda

8gb kinston hyper x

asus h81 motherboard.

random case and antec 500w power supply

So which Haswell cpu should I get? I think most people say to get the i5 but I don't want to spend that much money so will a G3258 be fine or something? I'm not overclocking

And should I get a ssd?

My Old Rig: Phenom II X4 965 4.0 ghz, Asus Motherboard, 4 GB DDR3-1333, Antec Case and PSU, no video card atm

My New Rig: i5-4590, MSI Motherboard, 8 GB DDR3-1600, Corsair Case, XFX PSU, HD 7950

Start by ditching VB it wont get you far. Other than that I would say go for an current i5 non-k and you'll have a decent system. The thing to remember is that programming is not really THAT taxing. You might want to upgrade to 16gb ram, but you'll see if you need more ram.

I dont really agree with the G3258. Cheaping out on a CPU isnt something you should do same goes for the PSU. A i5-4460 would do better along with its four cores aswell

Maybe these parts would be a good addition

CPU: Intel Core i5-4460 3.2GHz Quad-Core Processor  ($176.99 @ SuperBiiz)
CPU Cooler: Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler  ($28.89 @ OutletPC)
Storage: Samsung 840 EVO 250GB 2.5" Solid State Drive  ($148.89 @ OutletPC)

The Extra Cores should help run different programmes at the same time and the 840 Evo is a great ssd to choose with its high speeds.
You could add on a 80+ Gold supply for less energy and noise but its your choice
i would also go with a custom CPU cooler because sometimes while multi tasking with programmes the cpu may get quite hot

CPU: Intel Core i3-4130 3.4GHz Dual-Core Processor  ($113.98 @ OutletPC)

Motherboard: MSI H81M-P33 Micro ATX LGA1150 Motherboard  ($43.98 @ Newegg)

Total: $157.96

Prices include shipping, taxes, and discounts when available

The most i would suggest for programming.

Also some h81 mobos would need their bios to be updated to work with a haswell refresh cpu(G3258 for example) and i don't think you have a spare haswell CPU around.

the antec is 80+ bronze so i'm sure it's half decent

Very late, but C++ and C# are not really similar. As fas as IDE goes C# the only way that makes sense is well - VS and for C++ I usually just use vim
