In the BIOS, it says it's at 1333Mhz but when I open Speccy, it says it's 666Mhz.

I just overclocked it to 2133Mhz, but it only says it is 901Mhz in Speccy.

I think it's what is making me lagg so bad in League of Legends.  I'm getting 40 FPS max for some reason, whether or not I have my dual monitors set up or my single monitor.

No that's how it's supposed to be DDR stands for Double Data Rate, 666 MHz x2 = 1332 MHz.

This. The RAM will not be the cause of your problems in League. Have you tried other games and experienced similar issues?

Did you have a graphics card previous to the 680? You said this didn't you? What kind of FPS do you get with 1 monitor?

Exact same with 1 monitor.

 

 

Has it always been like it or has it developed over time? 

Try running malwarebytes and see if it comes up with anything. 

 

Never been like this until I upgraded my computer.  I changed everything except my GPU and hard drives.  I've now lost a hard drive too.

 

EDIT:  Ran a scan, nothing found.

i would try turning the settings down on LoL 

It's the fact that I shouldn't have to when a friend has a very worse off graphics card than me, worse off parts and yet he can rum it fine in full settings on 2 monitors, one monitor with his build guide and the other with League open.

I've re-installed Windows already.

 

 

I have not played LOL but some games frame rate can be influenced by the connection speed to the server, has your internet speed been reduced? 

My internet is awful but that doesn't matter with League, you would just get a high ping rather than frame drop.
