which is the better build?

They are both pretty even cards. The GTX 970 will run a bit cooler/quieter. 

 

This Gigabyte Windforce R9 290X has a better cooler than the XFX card.

I would suggest changing the power supply whichever spec you go with. The NEX isn't very good.
