My budget is 700-750$USD 

This system is a gaming system and will run games like GTAV, Battlefield 4, Euro Truck Simulator 2 Garry's mod,and cities skylines. I also do some streaming and some (not much) gaming videos. There is one 1440p screen, but will probably add a second one

I own a Razer Naga and a decent mechanical keyboard. I do not own a OS and will need Windows 8.1

 

I am upgrading my computer because it currently has a Intel 3210M @ 2.50 GHz running 8 gb ram with integrated graphics

 

No parts are being reused, and btw I know my budget is low, but I just want to play the games over 10 fps

U need double for such setup.

Where are you located? I highly doubt you'll be able to build a 1440 PC with that budget
