Pretty much any 980 will hit ~1500 MHz on air and none of them will hit ~1600MHz without water.

 

Don't waste money buying any overpriced "overclocking" GPU like the Kingpin 980 unless you're going to throw a water block on it.  If you're on air, then any 980 with an aftermarket cooler will reach more or less the same kind of speeds. (mostly because Nvidia has Maxwell clocked fairly low so that they can scale up the clockspeeds a lot when they inevitably rebrand the cards next gen.)
