havent followed any tech news for a while and now Im completely confused what,when and where comes out? So techfellows what will be the best time to build a machine? when new stuff for usual consumer come out?  Thank you in advance

Depends. Wait a few months to see if the new AMD GPU series 3xx is any good if you want a gaming build.

Now is coming broadwell 14nm 1 to 5 per cent performance increase over haswell. Is the last cpu for z97 platform. It should be released in the upcoming months. And you have a new socket coming out 1551 expected more to the end of the year called skylake ppl say will be a big improvement. And will be ddr4. i say wait for skylake.
