Anyway out of those 2, the 960 is better

Have you built that computer yet? If not, don't but that old amd processor

 

yes use an i5 instead and 960 is newer and better

I have that very Gigabyte gtx960, love it very much, highly recommended. 

 

Fan doesn't spin when I'm not gaming, and when I do, it spins at only 33% and makes hardly any sound unless i put my ear next to the case (mini itx, so I have to be 6 inch away from the card to hear any sound).

 

Have not tried OC it yet, not sure what will happen.

 

Tried to use Afterburner to turn the fans to 100% and it was quite loud, but at least temperature stays below 60C when running Unigine Valley (room temp 32C).
