Even i3-4160 is cheaper but it performs better. i3-4130T has much lower TDP though.

No if you're gaming. Just go with non T series i3, I'd suggest i3-4160, i3-4150 and i3-4130.

Like mentioned above, take a different CPU and consider the r9 270x, it's way better than the r7 250 and only slightly more expensive (20-40 bucks). Trust me, you won't be dissapointed by the performance.

which series of R9 270x though there are these options :

MSI R9 270X                               HAWK

MSI R9 270X GAMING 2G         TWIN FROZR

Hawk has more overclocking capabilities go with that if you're into overclocking (it has better cooling as well) but it's more expensive than normal MSI 270X Gaming Edition (in my country but I don't know US price).

HAWK and LIGHTNING is made for overclocking, Gaming Series, well just by looking by its name it's too obvious.

That's the r9 270, it's a bit slower than the r9 270X but it's cheaper.

It depends how much money you're willing to spend on the GPU (I recommend r9 270x -> r9 270 -> r7 250) go by your budget.

You can also go by your own choice; r7 250, but I recommend getting one in the r9 series as it has improved tech.

But overclocked R9 270X is better than overclocked R9 270.

Ofcourse the 270x is better, but it's also a bit more expensive and I can't look in his pockets.

Apparently he's going by the 270x  :P

Good choice!

Well we haven't known his budget  :P
