Budget build primarily for editing raw 25 megapixel photos in photoshop, and light video editing.

All prices are in AUD

CPU: i5 4460                               $255

PSU: CS450M 80 plus gold         $109

Motherboard: GA-B85M-D3H     $109

Ram: 2x4gb Hyper X Fury         $99

SSD: 850 Evo 120GB                 $109

Case: Fractal Design Core        $59

Windows & Shipping: $169

Total: $909

I had considered getting an fx8320, but I would need a dedicated graphics card which would push it far over budget, and I'm not sure about the cpu performance of something like the 7650K. But then I'm not sure how much cpu power I'll actually need.

Any advice would be great, thanks  :)

I think that is ok. fx8320 might be a bit better but the intel integrated graphics is not bad for your uses and a 4460 is good enough for light video editing. You wont need an fx unless you are doing serious VFX or 3D rendering.

Would I be able to get away with something cheaper like a 7600K apu or an i3 4160?

Also, would I be able to go much cheaper on the motherboard and powersupply without them being trash?

Thank you!
