just recently got introduce, apology if i'm in the wrong spot.

I bought a AMD Radeon Hd 6850 on kijiji, and for the first month it was running smoothly on (guild war 2) but recently it been acting up like my old graphic card. Which basically was overheating and shutting down my computer, reaching above 100. Now this graphic card is doing the same thing, but it gotten worse. the standard temperature  running now is 80 without any game application on. Is the only solution is open it up and clean and replace thermal paste?

Definitely replace thermal paste.  Also make sure that the thermal pads are in good condition.

Welcome to the Forum.

I think that there's a more serious issue at hand first off. Are the fans spinning at idle?

i downloaded MSI afterburner, and manually change the fan speed. the thing is i don't know if it is actually taking the command. the sound of the card stay the same. i just clean it up and replace the thermal paste with artic.  I test it out on GW2 and sadly the temperature rose above 100, i really have no immediate solution for this, maybe it is the fan.

FOUND THE PROBLEM!.... so i open my case while its on, found out the fan is basically on and off.

So the overheating is cause by the fan not being *on* constantly as it turn on and off. i have reopen it and check the fan itself and no visible damage so its either the wiring of the fan is busted or the problem stem from the outlet for the fan. i also found out that after awhile it has a long period of working but it might be from the low temperture (47).
The more i delve into this the more problem that i absolutely have no idea how to fix. Please help!

The fan motor is probably worn out. You can find new ones on eBay pretty easily. You should also change the thermal paste and pads, a card with that many miles on it will need it for sure.
